Mucho me equivoco, o es una referencia al tipo de chaquetas de tweed (un tipo de tejido) que llevan los presentadores en esos programas. Creo que está intentando resaltar el aspecto cutre, trasnochado, o avejentado de ese tipo de programas para recaudar fondos.
"Apolillado" es una palabra que sugiere antigüedad y tiene una (en mi opinión) deliciosa referencia textil (por lo de tweed).

Mucho me equivoco, o es una referencia al tipo de chaquetas de tweed (un tipo de tejido) que llevan los presentadores en esos programas. Creo que está intentando resaltar el aspecto cutre, trasnochado, o avejentado de ese tipo de programas para recaudar fondos.
"Apolillado" es una palabra que sugiere antigüedad y tiene una (en mi opinión) deliciosa referencia textil (por lo de tweed).

I believe it refers to the 2nd meaning above in this specific context: talking about exorbitant payments for objects to raise money. And, in the second meaning, it refers to "country gentry" coming from the "upper class"

Quería decir anticuado pero veo que menciona 'oldfashioned' por eso me refiero a tipo de recaudacion anticuada en que siempre ofrencen lo mismo.

Recaudación tradicional' no se refiere a la ropa sino al estilo anticuado de los programas como lo explica AHE.
