An overview of the Peruvian mining sector splits workforce numbers up into "funcionarios, empleados y obreros". Am I right in taking "empleados" to mean office/white-collar workers, and "obreros" manual/industrial/blue-collar workers? And, if so, what are "funcionarios"? All help gratefully received!
