The term is used in a summary of an EP delegation's visit to one of the Member States. The narrow context is immigration and the growing number of irregular immigrants handled by the country's authorities. And then it simply adds: 'There are nine pen centres is this Member State'. I wonder if it's perhaps a synonym for immigration centres or could be something entirely different.

I think it was supposed to be "open centre", cf. "Az Amnesty International is bírálta idei jelentésében a máltai befogadó központokban uralkodó állapotokat, amelyeket jóval a "nemzetközi standardok alattinak" írt le."
