Речь идет о том, что одна компания (Company) обязуется произвести размещение определенного количества акций др. компании. В случае же если будут размещены не все акции

Смысл понятен, но как точно перевести allotment and issue of the balance of the Placing Shares, смущает порядок слов, сначала allotment, потом issue.

Asker: Большое спасибо за ответ, Дмитрий. То, что the balance of the placing shares это остаток акций, которые не удалось разместить, на мой взгляд несомненно. Смысл понятен, не совсем понятно лишь issue, особенно после allotment. Мне сейчас пришла в голову мысль, что возможно, под issue понимается следующее: часть акций осталась неразмещенной. Компания находит подписчиков, присылает им letters of allotment и если те, согласны подписаться на акции, то Компания распределяет среди них акции, т.е. issue в значении распределение.

agree  Tatsiana Rakhavetskaya: вот еще такое значение issue откопала An issue is an immediate problem requiring resolution. Принимает на себя ситуацию, при которой не все акции удается распределить. А еще может issue не как процесс, а как результат выпуска: нераспред. акции из выпуска
