I think that "plébisciter" means "overwhelmingly applaud" in this context.

It means that approval/support has been given by the vast majority.

neutral  Anne Goff: You're right. This is what comes of reading KudoZ questions late at night. I was somehow replacing "culture jeune" with something plural like "les jeunes" in which case the conjugation suggested a different subject. My apologies!
