For the IPLV metric, performance is measured at four operating loads at corresponding representative entering cooling tower water temperatures, as summarized in Table 1. Each of the 4 load levels is, in effect, a bin, where the weighting factor is the percentage of operating hours that fall within the load bounds of the bin and the cooling water and air temperatures are the averages over the hours falling into each bin.
