I get the sense that here the context is more of a general/global reference to government-industry policy. Therefore, I would suggest either using the term "enterprise policy" that you already found or perhaps corporate policy if you prefer.

agree  WendellR: It's a subtle but essential difference; I'd consider "company" off the track. They're talking globally about "business policy" or "corporate policy" in Italy, not the policies of individual companies.
