This is a surname... I am guessing it is "Chibe"??
Can anyone confirm, or do you know what the correct reading is? I am having difficulty searching for it because it has a number in it... no relevant hits are coming up.

Can't confirm 100% (as I guess it's always possible there's more than one reading), but I would agree with you.

I couldn't find 千部 specifically in P.G.O'Neills, but it did have 千子部 as a surname, which it glosses as either Chiikobe, Chiisabe or Chiisakobe (who knew?)

There are a few webcites with Taro Chibe, eg.
