we don't have those in Florida; help will therefore be appreciated. I assume this to be a small private railroad, a district railroad or such. But what is the precise terminology?

This is the term I would use; there are - or were - lots of them in Germany, and the way I would approach it would be to write EITHER the local railway in X, or the "Xer local railway. To take one example at random: Bad Hersfeld used to have the "Hersfelder Kreisbahn", which I would translate as the "Hersfelder Railway". As it is associated with the name of a place, rather than a region, I would take the reader to be intelligent enough immediately to assume it is a "local" railway.
