In this context:

In notes on the availability of warehouse space, several buildings on the list are marked as follows: "Armazém usado (negociáveis)." I take it this means that the warehouse is *currently* in use (is that right?)

Does "negociáveis" mean that availability the space is "negotiable" (in which case shouldn't it be singular?) or does it in some way describe what is stored in the warehouse (in which case what does it mean?)

I can't base my answer on ifs and maybes but nornally in portuguese we say: O preço é negociável. .

In your first question I would interpret usado as in second hand and not currently being used.

In your second question it's the wharehouse that is available and not what is stored within.
