Explanation:
Secondary School is "höhere Schule". It is really non-specific, i.e. you can't call it Realschule or Gymnasium. Senior High School in America would be the last four years of school following after the elementary and junior high education.
So, the Senior Secondary School is most likely a higher level of Secondary School, i.e. all the older kids go there, but is not really comparable to Gymnasium.
Some research on the web leads me to believe that this is indeed the African, New Zealand, Canadian equivalent of the American Senior High School. In other words, everyone goes, not just the intellectual elite.
Check out the German pages that Google brings up as well as the regular English Google. Should be quite enlightening!

Frankly, Realschule is a good answer but even Gymnasium could be a possibility as, after the Gymnasium a student enters the university level.

Realschule and Gymnasium start at the same age but the duration of the two school types differ.
