"Les dimanches, doter le bloc opératoire d'un personnel de permanence plutôt que d'un **personnel planifié**"

Unless Steven comes back with more info...

The operating theatre should be staffed by stand ins on a Sunday. (Emma suggests on call which is probably better). permanence is misleading as it just means 'being present'. I suppose by opposition that personnel planifié are permanent (whatever their working hours actually are).
This is supported by the fact that operating theatres are not used for routine operations on a Sunday - so it sounds reasonable and saves money to use staff only when actually needed.

ici on parle du personnel qu'ils font venir en fonction des interventions . Les chirurgiens ne se déplaceraient donc que pour l'opération. Pour éviter cela, il vaut mieux avoir en salle d'opérations des équipes de permanence. (chirurgiens, infirmières, etc. de garde)
