Um navio está \"offshore\" quando navega em alto-mar. Por extensão, offshore também se aplica à outros termos tal como uma organização ou sociedade que está longe da costa, fora das fronteiras de um país. Ao que tudo indica este significado surgiu na Grã Bretanha, pois, sendo uma ilha, tudo o que está \"longe da costa\" se encontra sob outra jurisdição territorial.
Podemos citar ainda o exemplo de uma \"offshore company\" é uma entidade situada no exterior, sujeita a um regime legal diferente, \"extraterritorial\" em relação ao país de domicílio de seus associados.

Regarding \"Terrestre / Marítimo(a)\" below, although this agrees ith what I said, it doesn\'t include the concept \"US\".

In fact, if we are talking about offshore drilling off the US coast (IN TERRITORIAL WATERS which are part of the USA) it has to be translated as \"Mar Territorial\" which is part of and under the sovreignty of the US.

Penso que basta traduzir US Land como Estados Unidos, porque a noção de território se encontra obviamente subjacente; além disso como já foi referido o país, penso que bastará mencionar Territórios Ultramarinos.

Como a pergunta indica, o tema é Indústria Petrolífera.

Dependendo do contexto exacto e da construção da frase eu usaria os termos Terrestre e Marítimo(a) ou então 'em terra / no mar'.

Tenho ainda a acrescentar que a palavra "offshore" é largamente usada em português e já faz parte do Dicionário da Língua Portuguesa Contemporânea da Academia das Ciências de Lisboa - Edição 2001.

As minhas referências são só 23 anos como Geólogo na indústria dos petróleos, 18 dos quais a trabalhar em offshore.
