"la relève" has a primary definition that means replacement or relief of usually some person in some capacity e.g. replacement pitcher or someone who relieves another in a shift at work, etc. (Petit Robert) However, here, I think the emphasis is on the people who FOLLOW those in "le milieu" whether or not they end up doing the same things as their predecessors. So in this sense they don't EXACTLY replace anyone; however, they come after and take their place.

all these answers are correct but let us not forget that relève means as well recovery/take over/relay as cecilia suggested revival.
this is what I understand considering the fact that there has been a transfer of "power" in order to finance and if so it is due then to a weakness/problems and therefore there is a need for recovery/revival.
