There are very few google hits for "primacy dogma"/"dogma of primacy" and I see that it is equally rare in its French form. I think I should keep it, though I would appreciate some ideas on alternatives.

Definitely one for a thesaurus.

tenet and principle both come to mind for dogme ; all-importance and precedence for primat.

Certainly wouldn't recommend primacy dogma though.

I think that the reason you didn't get Google hits was that you may have been looking for the wrong thing. I think that the key is *primat de la sécurité** rather than **dogme du primat**

There are lots of hits for **ethos of safety**

I find my second formulation rather wordy, but less ambiguous.
