Spanish term or phrase: economía tercializada
Hay dos grupos de países, aquellos que tercializan su economía para mantener un desarrollo económico y aquellos que lo hacen como un modo de absorber el desempleo generado por la crisis económica local.

México se encuentra dentro del segundo grupo, y es por ello que a pesar de tener una economía claramente tercializada estos servicios no puedan ser objeto de comercio internacional.

Have checked with my Mexican business friends on this one, and this seems to be the translation of choice. Thanks to all!

promote/stimulate the tertiary/service sector

Explanation:
A guess- I can't think of a single verb, although one result uses "tertialise" as a synonym for outsourcing.

"tertialized" economy OR service(-based) economy

Explanation:
Tertialized does not seem to be highly used, but I did find an instance. If you use it, I would suggest putting it also in quotes, even though this isn't usually a practice I like to use when the term isn't really a quote.

Here is a description about the tertiary sector of industry/economy. It is the service sector.

You could just call it a service economy or a service-based economy, though this loses the flavor that the author has given the text.
