Explanation:
I agree with Rosa's answer. May be that's what it means.
On the other hand, a tinge of doubt also arisen in my mind, which is "why this person have chosen this particular expression?"
I am pretty sure he/she knows the word "prosperous".

So next string of thought is the author's possible intent to emphasize future, business future.
Future is a strong indicator of the word "prospect" as one of the answerers to your E to E question pointed out.
In other words, when put it differently, "Japan is (or could be) a country of good future business opportunities" is my guesswork.

Is your context investment or speculation?
If so, then more likely.
