Why do we need an English Only Amendement in the United States if we speak English by default?

How will this affect areas where another language is prevalent such as those states near Quebec or in places like the Southwest or Florida? How will they enforce these laws? Don't these laws seem a bit discriminatory against people who can't speak the language well as opposed to those who are in this country illegally?

by defaults: es una opción que se da, algo que está predeterminado, si uno no utiliza otra cosa (por eso muchas veces se lo traduce como "por omisión") se utiliza la que se tomó como predeterminada.
Todas las opciones traducidas antes son también válidas, ya que habitualmente el por defualt se traduce como por omisión/por defecto, etc.
pero me parecía una alternativa más para darte.
