The right english term doesn't come to mind right now, but I don't believe 'extrapolation' is meant here. What they mean is the range of the 'geluidbelasting', that is, how far will it travel and at what point is it no longer a measureable problem.
This depends on the kind of noise and on buildings, woods, etc, surrounding the source.
