( A letter to leaders of West Germany, written by a Jewish mother, whose son had been sent to a labor camp. She is trying to help her son to be released from there)
"...that general state of his health is such that he spent 16 months out of last 3 years in hospital, and that, although he is free since as a free worker, meaning in his case that he is a nearly blind invalid."

Does this mean he is almost blind so he is useless to the Communist party..??

Explanation:
seika さんの解釈で合っていると思います。アメリカでは法的失明と宣言される場合がありますが、ここは手紙の文面なので適切な表現ではありませんね。完全に失明しているのか、矯正不可能な弱視状態なのかはここではっきりさせる必要はないでしょう。同じニュアンスで　blind invalid が使用されているページのURLを張っておきます。下の方にあるので検索してジャンプしてください。
