The American Heritage gives 3 meanings to "caucus", among which is "(Chiefly British) A committee within a political party charged with determining policy." I'm supposing that is the one meaning you are referring to in the question.

To my ears, "junta" would be the best option (basing myself on AH's and your own definition). If "caucus" is more like a given syndicate's top-representative association, "comitê" would work, too. Another option is "delegação", but "junta" should work just fine.
