agree  David Goward: In context of campsites, it refers to period before and after July/Aug high season. Growth is due to 35-hour working week (for some!) which has led to lot of time-off in lieu, longer weekends, etc.

Why not just name the months?

Without mind-reading (or asking the client), it's impossible to know exactly what the person writing the text meant.

(I remember seeing a piece on the news in September about September holiday-makers -- they viewed as a little strange. The holiday season is very well defined in France -- traditionally after 14th July until the end of August, and "la rentrée", the first Monday in September when most kids go back to school).

In Ireland for incoming tourists the periods would be May and September -- it's cultural I guess.

"The periods before and after the main summer holiday season/period" is perhaps another good and clear way of putting it.
