This is from a travel company's service agreement (約款). I believe that 募集型 simply means that anyone is free to apply for the tours, i.e. they are not private tours. However, I am stuck for a clean way to express this in easily understood English. Any suggestions would be greatly appreciated.

Anyway, you are correct in the meaning. The travel agent creates tour packages and makes all the arrangements. You buy the package and follow the tour guide like you're on a field trip.
