The term is very often used to convey this idea in, for example, the formal statement of intended activity that is required of every company in Brazil.

Exploracao is a problem word - people use "exploitation" and "exploration" and "economic utilizaiton" and "conduct" but it is very common to see it in the context at hand, where it means the pursuit of a business activity.
