can not be upheld Explanation: Michael, I see why this is a tricky question - what they are saying is that the applicable criteria do not apply. The word 'sustain' does not go well in this phrase, because you can not sustain criteria. However, you can uphold criteria. Therefore, I would get around it by saying that the applicable criteria can not be upheld in this case. |
