agree  Julie Barber: I agree based on your links, although for some reason I find that 'resettlement' has odd connotations and it doesn't make it sound like you're going back. They did this a lot at the time to clear the 'slums' in the UK (only to produce new ones of course)

Notes to answerer
Asker: In this particular instance, the inhabitants stay in their current lodgings while the new building is erected. Once the latter is completed, they are rehoused there and their old lodgings are destroyed.

Asker: Yep. Got me there: clear case of self-contradiction. Still, this is the case in point here, which I suppose makes it slightly different from "resettlement", since the inhabitants do stay in place while their new lodgings are being built. I think "resettlement" translates as "réinstallation" and "relocation" as "relogement".

Explanation:
I've just encountered the expression "opération tiroir" in a translation of my own where it refers to the renovation of 48 apartments in a building. It is a "multiphase operation" in which 6 of the apartments are completed in each phase, before moving onto the next, so that no more than 6 apartments need be vacated at any time.
