I keep bumping into this term in my text, and I've been giving it different translations depending on the context, anything from "managers" to "actors" and "decision-makers." Can you think of something DIFFERENT that would apply in the following context? I'm looking for creativity here!

If the context is about information systems related to health (be they IT based or merely handling of budgets/reports), it seems to me it should be s.t. like: ...national agencies and reps of agencies/administrators of health information systems at the state and local levels.

Explanation:
Although not at all creative as you asked, I do think manager expresses the meaning very well, because *gestor* is just a fancy word to say it! Brazilian public administration is going through a modernization process, which also involves changing old words by new ones. Or you could well use leader.
