If this is indeed the 'Lehrstuhl und Prüfamt' in question, the department comes under civil engineering and deals with infrastructure. Transport/transportation would be too broad a term in this context because that would also include vehicles and rolling stock.

neutral  Roddy Stegemann: Overseas routes are also a form of surface routes. Surface routes differ from air and undersea routes in so far as they take place on the surface of the earth including both land and water.

disagree  aykon: I once sent a parcel from Fiji by "surface mail" to Europe - how did that arrive overland? ;-) As Hamo says, surface includes water.
