There are still children without birth certificates in Brazil, who have difficulty with immatriculation in school and health services, getting government benefits, etc. Some very poor people find it difficult to pay for such fees, so they were abolished. As for many other constitutional provisions, this one required supplemental legislation (the so-called "regulamentação da constituição") describing its implementation, but such laws could not require collection of a fee from the person requesting the certificate.
