Of course, my literal translation is "combining devices and network resources all over the world," but I get no hits on google for "combining devices and network resources," so I'm thinking that's not the best way to say it in English.

This is different from KathyT's answer. It is not 'mixing' A with B but instead bringing togethe A and B to deliver a solution.

The idea is to take these existing global devices and networks to deliver an efficient solution.

I wasn't sure about 'combining' either - I toyed with 'integrating' and 'implementing' but in this context, they are just talking about taking these technologies and networks and putting them together.

agree  Will Matter: "Combining devices (that are) available worldwide with network resources..." gives two more options that are a little more colloquial. I know that there's no "available" in the original but see if you think my suggestion accurately conveys the meaning.
