This is part of a manual on employee benefits / conditions of employment. I translate "gastouder" as childminder. But what is "Vraagouder". Any suggestions?

"Gastouderopvang is opvang van kinderen in de woning van de gastouder of de vraagouder. De gastouder mag maximaal vier kinderen (exclusief eigen kinderen) onder de hoede nemen. Onder de Wet Kinderopvang vallen alleen gastouders die zijn aangemeld bij een geregistreerd gastouderbureau." (The relevant legislation is "De Wet Kinderopvang".)
