It depends on your audience. In the US, the census bureau is a federal body that does not register events like marriage and death - those are done by individual states, who have Bureaus (less frequently, Offices) of Vital Statistics.

One of the problems with the US is that so much is done state-by-state and government office names will vary accordingly.

neutral  Vladimir Dubisskiy: sorry, Deborah, but it hardly depends on any audience as this is a document so translation should read what's written there (it's Civil Rgistrar's\Registry Offices in Russia (and FSU countries). Translator's Note can be provided to explain their function
