Explanation:
Don't know if that's enough to help, but basically the 'bien' is just there to cancel out the earlier 'ne...pas' -- read it as "ne doit pas [faire A] mais doit bien [faire B]" --- think of it as 'but must indeed...', though of course, don't actually put that in!
