In the US "removing defendant" usually refers to a defendant who has filed a motion to have a case transferred ("removed") from a state court to a federal court. As explained in "Black's Law Dictionary, 8th ed.", "a litigant must timely file the removal papers and must show a valid basis for federal-court jurisdiction."
