Thanks to Ali Djebli and to all who helped. This seems to be the simplest term to use until a standard term is found.

It was a difficult choice between this term and Fuad's متداول, but while innovative, the latter leaves room for ambiguity with bank notes or currency (عملة متداولة), especially that paper is involved in both cases.

I also toyed with the expressions
رُدَّ للاستخدام ,رد للتداول
but I opted for clarity.
