However, NRAs' decisions should not be delayed excessively as this can impede the development of the market. For decisions related to the existence and designation of undertakings with SMP, the Authority considers that a period of two months would be reasonable for the public consultation. Different periods could be used in some cases if justified. Conversely, where a draft SMP decision is proposed on the basis of the results of an earlier consultation, the length of consultation period for these decisions may well be shorter than two months. O período da consulta deverá ser razoável. No entanto, as decisões das ARN não poderão ser atrasadas excessivamente na medida em que tal poderá impedir o desenvolvimento do mercado. No que diz respeito a decisões relacionadas com a existência e designação de empresas com PMS, o Órgão de Fiscalização considera que seria razoável um período de dois meses para a consulta pública. Poderiam ser fixados prazos diferentes em casos devidamente justificados.
