"властная структура" в русском - это, скорее, армия, милиция, СБР, нет?

The phrase can also mean the authority itself that the body has been granted by statute. However, since in your text it appears in a list of other governmental bodies (municipal, etc.), I would say here it is the first meaning.

It is different than the general term governmental, official or regulatory organ, since municipal and local bodies also perform these functions. It has to be something specifically created by a statute, as opposed to other sources of authority such as common law or constitutional.
