Explanation:
The term "Western" is used a lot in the USA, including "Western hospitality".
But as the West in the USA conjures up images of cowboys and hot arid places like Arizona, they put it in quotation marks here because the Canadian West is rather different -Calgary is in the foothills of the Rockies and can get very cold.
The way it is phrased, I think they want you to take it that they are referring to a character strain, but there is a subtext of teferring to the hotel industry too.
