I believe you will see that "sobrecarga" as used here does not refer to an "overcharge". I have finally been able to find the part of the Buenos Aires Código de Edificación relating to "sobrecarga", which is indeed "overload", being defined more specifically as the "peso de las personas, instalaciones y otros artefactos móviles y por la acción del viento"
8.1 DE LAS CARGAS PERMANENTES Y ACCIDENTALES 8.1.1 CARGAS PERMANENTES Y SOBRECARGAS Las estructuras se calculan para resistir las cargas permanentes y las sobrecargas. En todos los casos deberá dejarse constancia en los planos del estudio de cargas efectuado.
