neutral  humbird: 店舗を構える is a common Japanese cliche means "run store" or "own a store". In this case it is a legitimate store, not a booth in a shopping mall, nor an online store, etc. As I said in my answer が should be replaced by を.

As usual subject is unclear in this sentence. Also if my guestimation is correct, this sentence is wrong. To be a correct Japanese it must be 店舗**を**構えているから.

Therefore one of possible translation would be:
Because they do (also) have physical store (means not just online store), we cannot look into all the regional information

Another reason I believe this sentence is wrong sentence is:
When が follows a noun or pronoun, the following verb (in this case 構える) is an action of the subject, in this case 店舗.
But 店舗 cannot take any action by itself, so real subject is hidden ... which has to be **They**.
