The context quoted below is part of a section that deals with the replacement of universal joints.

"Bearing plate U-joint:

1. If the universal joint is connected to full round yokes with bearing cups, use a hammer and chisel to bend the tabs of the ** lack straps ** away from the bolt heads.

2. Then, remove the four bolts connecting each bearing assembly to the transmission and axle end yokes.

Also worth noting are references in an earlier section of the document to "nylon straps" and "retaining straps", where "nylon straps" are temporary straps used for holding an assembly while its retaining straps are loosened.

Is a "lack strap" some form of retaining straps?
And what does "lack" mean in this context in any case?

Explanation:
Like David, I very strongly suspect this is a typo; but unlike David, I think it is probably the vowel that is in error, and it should be 'lock' --- just as tab washers are sometimes used to 'lock' bolts to prevent them from coming undone, so one could imagine that some form of 'strap' might be used for this sort of locking purpose, and you would definitely need to clear it away from the bolt head before you'd be able to undo the bolt.
