is the shuusei reffering to the kouji or the budget? It might be a "shuusei yosan" revised budget (since this is a common phrase) but the shuusei could be refering to the kouji in which case it would be a "repair works budget"

Next, it is not clear how long "kaki" (latter period, second period, second half, second and third quarter) is. I presume that it is the second part of the year from january, since it seems to start in about May.
