Quando si parla di Stiftung, ossia di fondazione, in genere questa ha a che fare in qualche modo con un'attività culturale, o con la difesa di una determinata categoria, di un determinato valore, ecc. Io in google Teilbestand l'ho trovato solamente in riferimento al "Bestand", al fondo, e in questo caso la traduzione corretta potrebbe essere "fondo parziale". Potrebbe essere che il condiglio di fondazione voglia accorpare due fondi parziali per costituirne uno solo.... Non so se c'entra qualcosa nel contesto della tua traduzione...
