The first of the two majority-black districts contained in the revised plan, District 1, is somwhat hooked shaped. Es la opción un poco literal, pero creo que el texto que tienes es lo que busca: que la gente se haga una idea de la forma que tiene sobre el mapa una un condado o una comunidad.
También me gusta la opción de Maria Luisa: la imagen de las ramas... pero usaría el verbo "ramificar"..."el condado... se ramifica hasta llegar a..."

o quizá simplemente extensiones alargadas y estrechas. La idea es que se trata de extensiones con forma de dedos (más o menos), pero no se que traducción se le puede dar en español. Suerte!
