Does anyone know what to call the "pauschale Entfernungskilometern" in English?

"pauschal" is tricky but I think it means something along these lines ... this will get the ball rolling and maybe someone can come up with a precisetranslation of "pauschal" in this context ... going out on a bit of a limb with this one .....
