Acá no se trata de mantener a los proveedores "a distancia", pues eso no tendría ningún sentido ni le conviene a nadie. Se trata de no favorecer a ninguno en particular para así obtener buenos precios cotizando entre ellos.

arm's length transaction: transacción en condiciones de plena competencia
