Le service médical propose à l'ensemble du personnel de se faire vacciner contre le grippe ordinaire. Cette vaccination est possible tous les jours.

I'm not sure that i've correctly understood this. Does it mean that:
the service medical (service/department/section in En?) recommends that everyone is vaccinated?
Or that if people so wish they can be vaccinated there?

Also when it says 'possible tous les jours', can that be translated as available? Thanks!
