although I feel it looses in the translation, a "bureau d'études" in an engineering/construction context is still translated as a reasearch departmet/division/unit.

Explanation:
Le Grand Dictionnaire has multiple hits for this one, but the most common is "engineering and research department". Given this is an engineering firm you're talking about, you could thread the needle by substituting design, and by using "head" instead of director or manager (why 'responsable' is so often used instead of 'directeur' or 'gérant' continues to puzzle me).
