English term or phrase: rater
A person who rates academic achievement tests, here is an example:

"Before using the scoring system, raters have to pass a qualification exam".

I cannot use words based on the word تقييم because this word and its derivatives are reserved for something else.

I suggest using مقيّم for "rater", and using "تقويم" for "evaluater"! This is valid of course if I made the correct guess regarding the word you researved for "مقيّم" :-) Good luck.

Explanation:
If rating academic achievement tests is the same as scoring test, and if this is the sole or main function of a rater, and if وضع درجات is used for "scoring," then واضع درجات may make sense for "rater." That is a lot of ifs.

Continuing with the conditional nature of my suggestion, and referring to the follow-up suggestion for the word "scoring," a follow-up suggestion may be in order here as well:

If تقدير درجات is used for "scoring," and all the other conditions hold, then مقدّر درجات may be a plausible choice -- but there are problems:

1. The expression مقدّر may rightly offend some religious sensibilities.

2. Although raters do the scoring, it does not look like rating and scoring are used in exactly the same way. Scoring seems more directly related to grades, while rating seems to address a more general quantity or quality. Therefore, the word درجات may be out of place here. Perhaps مقدر مسـتوى is closer to the intended meaning, assuming the word مقدر does not offend.
