lay judge as member of the tribunal Explanation: Public Participation in Trials There are two judicial systems that allow ordinary citizens to participate in trials -- the jury system and the lay judge system. In jury systems, the verdict is reached by the jury, while in the lay judge system a professional judge and assistant lay judges jointly conduct fact-finding, determine the application of law and decide the sentence. Generally, juries do not explain the reasons for their verdict and appeals under this system are more limited. The U.S. and the U.K. have jury systems, whereas Germany and France have lay judge systems.
